It is intended, on the one hand, to understand the view of managers regarding the implementation of this policy, what are the difficulties and challenges for its operation and, on the other hand, to analyze, from the point of view of the organizations benefiting from the policy, which are the main ones difficulties in accessing the PNAE. For the analysis, we used the data of the values transferred by the National Fund for School Development (FNDE) to the municipalities of the researched sample - CearáMirim, João Câmara, Touros and Pureza - allowing to contextualize the object (purchases from family farming) for the purpose of Law No. 11,947 / 2009. Seeking to understand the perception of the actors (civil society and public authorities) involved in the implementation of this public policy, we conducted semi-structured interviews with managers and representatives of family farming entities.
