For this, decided the approach study “Cepalina” and the Dependency´s Theory in two historical periods: the first, immediate after the Second World War until the Bretton Woods´ breach of contract and the second, what followed of this moment, more specificallythe decade of 1990. The study was develop, for method of analysis based in perspective materialistic historic. This way, were rescue the emergence of these theories, from the material reality that be in base of your emergence. Putting in focus the development period in theoretical reflection like object, stand out the basic elements of music theory under-development, the theoretical “Cepalina” construction and two approaches of theory of dependency: the marxist – based in intellectual debates - and Cardoso and Faletto – that assume the single thought about dependency. When we put in evidence the period after-development, are demonstrated the changes in plans of ideas about approach study “Cepalina” and Dependency, as well as ”new” model of development that emerge as product of “new” ideias: The Model Liberal peripheral. The research adopt two mains hypothesis: 1) in development period, the Cepal had a unique role dissociating itself like a institution that take part of United Nations’ structures. However, in neoliberalism’s period of duration, its take part of real integrat of United Nations’ structures; 2) Theory of Dependency attached to the structural determinations of capitalism. Therefore, accepted that, from the one moment of development´s period, the foreign direct investment with support of military dictatorships represent the unique way for peripheral development, while in neo-liberal period, defend that was established in Washington Consensus will be the unique possibility of development for peripherical pays.
