Therefore, by the principle of territorialization, municipalities can be organized in Sanitary Districts (DS) as it happens in Natal/Rio Grande do Norte, requiring management according to specific competences in favor of the quality of life in the territory. In this sense, an observational, cross-sectional, descriptive and exploratory study was carried out to verify, in the year 2022, how planning is developed in the health districts of Natal/RN according to active managers. For that, the managers of the five Sanitary Districts of Natal/RN answered a semi- structured form, validated according to a specialist, containing variables related to the profile of the managers; planning and programming skills; SUS management instruments. The form, initially with 48 items, after validation became 46 items, and the specialist's validation process was guided by the criteria of clarity of the text, importance of the content and relevance of the same to evaluate the management practices in the SD in terms of planning. Of the 05 managers, 03 have specialization, two in the management area. A lack of understanding of planning concepts and its phases was identified, thus resulting in the lack of knowledge and use of important planning tools. The speeches regarding the necessary activities for bottom-up, participative and strategic planning, according to the needs of each territory, indicate a simplistic view and lack of preparation for what the role of District management requires.
