The justification for this research is the need to optimize and streamline procedural flows, eliminating redundant steps and modernizing existing systems. With this, the aim is to reduce deadlines, increase efficiency and make the experience of employees more agile and effective. In addition, the importance of maintaining transparency and promoting the agency's performance as a reliable control and oversight institution is emphasized. This is a basic qualitative research, with document analysis and interviews. To this end, the value chain of the TCE-RN was developed, as well as the mapping of a pilot process related to functional progression by merit and the Standard Operating Procedure (SOP) to be followed, with the support of the Bizagi Modeler software and the Business Process Model Notation (BPMN).
