Tese (Doutorado em Educação) - Centro de Educação, Universidade Federal do Rio Grande do Norte, Natal, 2022.https://repositorio.ufrn.br/handle/123456789/50097This thesis analyzed the Science, Technology and Innovation Policy of the Federal Institute of Education, Science and Technology of Pernambuco (IFPE), seeking to establish its relationship with the legal frameworks of the Brazilian Science, Technology and Innovation Policy. It was assumed that this policy was implemented in a context of rooting innovation as a hegemonic reference for Brazilian research institutions, reflecting part of the prescription provided by international organizations for the sector. The thesis is that the FIPE develops its academic and investigative practice aligned to Innovation, without, however, documents, guiding the perspectives of Research, Science and Technology, specified in Law nº 11.892 of 2008 and in one of its main ones, the “Conceptions and Guidelines of the Federal Institutes”. This study utilized the dialectical and historical materialism as a theoretical and methodological foundation, using a priori as categories of analysis “totality”, “mediation” and “contradiction” and as empirical categories “Science”, “Technology”, “Research” and “Innovation". The investigation used a qualitative and quantitative approach and involved a wide set of documents produced in the international, national and institutional spheres. Among these, the reports of research carried out at the institution, deposited by its researchers between the years 2010 and 2020, representing a volume of 145 documents. The results captured in the investigation highlight that the restructuring initiatives of schools belonging to the Federal Network of Professional, Scientific and Technological Education (FNPSTE), from the creation of the Federal Institutes, by Law nº 11.892 of 2008, which had as a of its main objectives to incorporate in the new institutionality the mission to promote the development of the territories where these schools were installed, in the context of the FIPE, it was verified that this expectation was only partially met. This thesis shows that, in the field of Research, the institution has a majority production of academic investigations, even though its conception oscillates between critical perspectives and market service. The Science and Technology categories appear in the institution's documents with a primarily discursive character and with few developments in technologies.
