As a reflection of this, the World Health Organization has set a goal of providing universal access to 1 billion people by 2023. In addition, at a 2015 United Nations meeting in New York, an agreement was signed establishing universal access to health as one of the goals for achieving sustainable development. In order to achieve these objectives and goals there is a need to make investments, so that, often, the needy populations do not have the financial contribution to make these investments in their entirety. This fact makes systems for providing efficient health care services indispensable, eliminating all unnecessary costs. Among these investments is the acquisition of medical equipment that helps in the treatment and diagnosis of pathologies. In Brazil, the Ministry of Health invested, in 2018, approximately R$ 584 million in the acquisition of permanent medical equipment and materials in the Unified Health System (SUS). In this sense, the present study aims to propose and develop a model to support the multicriteria decision applied to the process of contracting suppliers of hospital medical equipment in the scenario of public organizations. Thus, the object of study was the Hospital Universitário Onofre Lopes (HUOL). The development of this research followed 5 steps: preliminary step, structuring the problem, modeling preferences and aggregating performance, investigating and developing the recommendation and validating the study. From the perspective of the decision makers, the decision model was considered valid, so that the ranking of participating suppliers was obtained in three different scenarios.
