This is an exploratory-descriptive research with a qualitative approach, conducted through a single case study, with interviews with semi-structured script and document analysis. The collected data were evaluated based on analytical variables that encompassed the context in which the actions of the CAE were performed, the performance of this board in 2018 and 2019 and the conversion of public data into supervisory action by the board members. The results showed that the precarious institutional support received by the CAE and the lack of municipaltransparency were the main obstacles to the conversion process, which, on the other hand, was favored by the engagement and commitment of the councilors and the dynamic functioning of the council.
