If, on the one hand, we have authors who defend the outsourcing process, analyzing it with optimism, claiming increased productivity, competitiveness and job creation; on the other hand, we have actors who oppose it, qualifying it as precarious work. Being a tripartite relationship, it presupposes the existence of relationships and workflows provided by different organizational structures. Thus, this monograph was developed in two stages, one consisting of bibliographical research, with data collection in books, articles and websites. And another, in which questionnaires were applied to workers from outsourced companies. Applying quantitative methods, this work carried out online interviews so that, from the analysis of autonomous categories, we could derive important factors to explain the objectives. Thus, it is possible to verify in the literature the primacy of an approach that points to the benefit of private companies, by reducing costs and thus generating a competitive advantage, and by making the hiring and dismissal process more flexible for the public administration.
