Due to the need to protect ecosystems in order to maintain biodiversity, economic development and human life, in Brazil the creation of protected natural areas was defined as strategy for the conservation of natural resources. Rio Grande do Norte has ten protected natural areas legally established and four are in the process of being created. Among the latter are the Parque Estadual Mangues do Potengi and Parque Estadual do Jiqui, which are the Parks studied in this investigation. To achieve the objectives, methodological procedures of qualitative approach were used. It was carried bibliographical and electronic research in books and scientific articles; documentary research through the analysis of official documents of the creation of the parks and; fieldwork research through semi-structured interviews and application of questionnaires. The target audience consists of the local communities of both units and the Núcleo de Unidades de Conservação of nstituto de Desenvolvimento Sustentável. The definition of the variables was based on the Touristic System of Beni (2008), and the data analysis was done through descriptive analysis, the content analysis of Bardin (2011) and the participation levels of the author Bordenave (1983). Thus, the research results show that tourism is present in the discourse that justifies the creation of the parks, but the debate about it is not deepened. The conception of tourism approached is based on sustainability and environmental responsibility, generally referring to the expressions "ecological tourism" or "ecotourism". It was verified what the academic discussions pointed: there isn't tourism planning for the Parks, nor there is any community participation. Thus, it was confirmed that the level of participation is the lowest, level 6, which corresponds to the participation granted. Based on the perception of the interviewees, it was verified that they have environmental awareness, the value and consider importation the conservation of natural resources. From the economic point of view, there are many expectations linked to tourism, especially job opportunities, that they can earn a higher income. On the social issue, they do not consider that tourism can cause problems, except in relation to violence. Some interviewees agree that increased flow of people from outside the locality can influence the increase in violence. As far as culture is concerned, they hankering that the tourist activity can provide an increase in cultural activities and also recognition and appreciation of the place. Thus, it was concluded that the communities around Jiqui and Mangues do Potengi State Parks do not participate in the process of creating these UC's, they are totally at the margin of the whole process that involves the discussion of the protection of these spaces. However, they recognize that conservation is necessary for these natural resources.
