The new Petrobras fuel price policy introduced in 2016, during the Michel Temer government (2016-2018), gained great notoriety during the SAR-COV2 pandemic between 2020-2021, the International Parity Price (PPI) determined the increases and reductions in fuel prices in Brazil, there are several factors that dictate the price, oil as a commodities has a price variation according to demand, exchange rate and import costs. The barrel of oil in the international market has become a matter of concern among Brazilians, with each increase in fuel that is passed on to the final consumer, other products have increased in a cascade effect. According to the National Land Transport Agency (ANTT), the road modal system is responsible for more than 60% of cargo transport in Brazil and was affected by these adjustments, as there was a dynamic change in the price of freight and their transported products became more expensive, these new costs were passed on to consumers.
