Arises the need to establish mechanisms to organize the management of these resources so that we can establish the needs of today without compromising their future use (sustainable development). In this work, based on the concept of integrated water resource management using as unit watersheds (L9433/1997), is made a survey of what has been doing some countries, including Brazil. After the Federal Constitution, have defined only two possibilities for the domain of water (federal or State), discussing the role of the municipalities that despite not deter the field of water, is responsible for the administration of them within its territory.
