With this, the question is: is the health financing system in Brazil adequate to the financing rules established from the human rights perspective? From this perspective, the objective of this work is to analyze the public financing of health in Brazil from the perspective of human rights. For the proposed objective, the international pacts that Brazil is a signatory and the CF88, as well as researchers who study the theme, were triggered. The database was removed from SIGA BRASIL (Budget) and Banco Central do Brasil (PIB) on period 2001-2019. The methodology of the present work is bibliographical, descriptive and explanatory in nature, qualitative-quantitative method. A hypothesis used in the work is that the health health system is not adequate to international human rights pacts and the adjustments on the financing determined in the financing system.
