The execution of a population survey on functionality, such as MDS-Brazil, in the municipality of Santa Cruz/RN, constitutes a pioneering study in the country and can provide managers and health professionals with information that contributes to areas of intervention and the development of strategies to improve access to health services. This study aimed to evaluate users' perception regarding access to health services in the city of Santa Cruz, Rio Grande do Norte, Brazil, and correlate it with levels of disability in the adult and elderly population, through the Model Disability Survey - MDS. -Brazil. This is an observational and cross-sectional study with data collected in the city of Santa Cruz-RN. People aged 18 or over, of both sexes, were included. Modules 1000 - Sociodemographic data, 4000 - Functionality and 6000 - Use of Health Services from MDS Brasil were selected. The programs used for statistical analysis were SPSS Statistics 22.0 and Program R. 504 people were interviewed. There was a predominance of females (76,4%), completed high school education, married marital status, mixed race/color, country of birth Brazil and age range from 25 to 59 years. The majority of interviewees had moderate disability in terms of mobility and body functions and severe disability in terms of activity and participation. The majority of interviewees considered themselves dissatisfied with the health services provided in Brazil and classified as “neither good nor bad” the way in which the Unified Health System (SUS) in Brazil involves them in decisions about the types and where health services are provided. healthcare are provided. Given the results found, it can be concluded that the users interviewed demonstrated inconsistencies in understanding the meaning of access.
