Evaluation beyond learning, especially in public policies, as a social research, and it will be the approach of this research. About evaluation of public policies in education, it takes on an increasing social importance, that goes beyond the daily classes in schools and the evaluation of learning by teachers. When is extended and goes beyond school learning, it has shown relevant meanings in the political goals of governments for the creation of public policies. Although it is in the process of outspread and is considered by various perspectives, conceptual and methodological approaches. What we intend in this research, is to retake the evaluation as a test, based on the literature of evaluation in public policies in the educational field. So, this thesis addresses the evaluation of the Basic Education Development Index results (Ideb) in the state of Rio Grande do Norte. So, two municipalities that present the higher and lower results, based on arithmetic mean over the past three public schools indexes in middle school (basic education), respectively: Santana do Seridó and São José do Campestre. In its formal aspect, the Ideb was created as an indicator to measure the quality of education in Brazilian public schools, to reach the designed goals, such as governmental control and regulation of the brazilian state reforms for education. Thereby, this study aimed to answer the question: What do the results of Ideb explain in the state of Rio Grande do Norte? The main objective of this research is to understand the results of Ideb in middle school education in the state of Rio Grande do Norte, from 2011 to 2015. The general hypothesis or a guide for the research was that Ideb does not addresses all the central elements of learning that result in an effective improvement in quality of education.This hypothesis was based in general and in important topics, from the analysis of field research, when we noticed several central aspects and limiting elements of learning, which are not considered when analysing the quality of education by the policies of evaluation in Brazil, in particular, Saeb and Ideb. The methodology included creation of Ideb evaluation indicators and quality of education, literature review, documentary research, secondary data collection and field research with visits to the observed municipalities as well as interviews with groups of students and parents.
