However, the anthropic action, characterized by the patterns of land use, can, through the construction of buildings on the margins of water bodies, trigger flooding. These are recurrent problems at the municipal headquarters of Touros - Rio Grande do Norte, for which they stand out due to conditions (both natural and man-made), capable of functioning as a trigger in the occurrence of floods. Therefore, this research aims to evaluate the relationship between factors of exposure to flood and social vulnerability at the municipal headquarters of Touros - RN. This research was fundamental in the systemic approach. With methodologies based on the application of the methodology for physical exposure to war floods (2009) and on the Social Vulnerability Index proposed by Almeida, Welle and Birkmann (2016). From the collection of primary data through the application of questionnaires, the information that provided the basis for the preparation of the risk index, association through the association of exposure and vulnerability, was informed. In addition, digitally modeled terrain and surface models were developed with the support of remotely piloted aircraft (ARP), which helped generate contour lines and create simulations of potential floods. It was observed that the relationship between exposure and vulnerability are inseparable, and their configuration is essential to understand how the risk behaves in the study area. In this context, what is noteworthy is that the area has natural conditions that intensify the increase in the levels of water bodies, which associated with the high social vulnerability characteristics denote the need for the elaboration of mitigation measures directed to the occurrence of floods. It was identified that the occupation of the area, mainly of lakeside environments, is the biggest problem of the municipality related to the risks of floods Due to the intense population density and the lack of actions that seek to minimize the risk of disasters, such as environmental education, the construction of a drainage system or the implementation of monitoring and alert instruments has proved to be a problem in an area where this danger has become frequent.
