The Itans irrigated perimeter, implemented by the National Department of Works Against Droughts (DNOCS) is located in the state of Rio Grande Do Norte, in the municipality of Caicó. The present work made an analysis of the public irrigation policy implemented in Rio Grande do Norte, through the DNOCS, specifically studying the Itans irrigated perimeter, seeking to verify mainly if there was in fact the promotion of development in this perimeter, in the scope of improving the quality of life of irrigators. The study analyzed information on past and current productions within the perimeter, focusing on agricultural, livestock and fish production. The work promoted a debate about the concept of development, Rural development, public policies to promote rural development and public policies for irrigation. A historical survey of the region of the Itans irrigated perimeter was carried out. The work brought up-to-date information on the situation of agronomy, livestock, fish farming, sociology and agroeconomics of the perimeter. The public irrigation policy applied in the Itans perimeter repeated the trend of centralized elaboration, thought from top to bottom, planned by people who do not belong to or do not know the region or place where the policy is executed.
