In this sense, the systematization of official documents through unification in the National Common Curricular Base appears as a means to achieve better results in the development of the skills relevant to this stage of schooling. In addition, the scientific production of Educational Softwares grows concomitantly, aiming to teach children to read and write, both when it comes to games and online or offline platform programs. However, the production of these tools tends to be superimposed in number on the evaluation of their uses and applications. Furthermore, even with the massive production of these SE, instruments that evaluate them according to the BNCC are practically nonexistent. Taking these aspects into consideration, and seeking to answer the research question “Can a software evaluation tool analyze whether an ES assists in the development of the skills of the Axis Linguistic / Semiotic Analysis - Literacy of the Common National Curriculum Base?” This work aimed to build and validate an Educational Software evaluation tool for the area of literacy and initial reading instruction, based on the BNCC. Having as General Objective: To propose, validate and evaluate an educational software evaluation instrument and as Specific Objectives: 1) Construction of the instrument; 2) Validation with Basic Education teachers in the public network through the free use of SE GCompris; 3) Assess its effectiveness through validation results. As the main results of this work, this instrument was established as a tool for choosing an Educational Software aimed at Literacy of children, through the curation of a pedagogical team, obtaining internal consistency in the case study carried out. It is also observed, the opening of paths for future analysis due to its theoretical focus only Knowledge Objects belonging to the Linguistic / Semiotic Analysis - Literacy Axis, as well as the use of more Educational Software.
