The Ministry of Health proposes that the Care Network for Persons with Disabilities seek to expand access and qualify care for people with temporary or permanent disabilities; progressive, regressive or stable; intermittent or continuous, in the Unified Health System (SUS). However, the situation of assistance to people with disabilities in Brazil presents a profile of fragility, disarticulation and discontinuity of actions in the public and private spheres. Therefore, this study aimed to develop a service flow for the Care Network for Persons with Disabilities in the Seridó region of Rio Grande do Norte, seeking to qualify and expand this public's access to SUS health services. For this, materials prepared by official health agencies (Ministry of Health, municipal and state Health Departments) and made available in full were selected, in addition to studies indexed in the Scielo, Pubmed, MEDLINE and Virtual Health Library (VHL) databases in a search period corresponding to the last 10 years, following the following inclusion criteria: articles published in English or Portuguese, which included network dental care for Persons with Disabilities in the three spheres of care (primary health care, specialized outpatient care and hospital and urgency and emergency), also including studies that addressed health education actions; the exclusion criteria being: studies that did not address network dental care, protocols with only a care sphere, and articles that did not understand the importance of health actions. The protocol was created and divided into two phases, phase 1 referring to the approach to the disabled user and phase 2 comprising the flow of care in the three care spheres of the network.
