Drug trafficking, as a non-state threat, represents one of the main security challenges in the international system. Specifically, the research employs the Theory of Regional Security Complexes to understand the dynamics of international drug trafficking and identify the regional security strategies adopted by the Lula and Dilma governments. The study focuses on the dynamics of the border between Bolivia, the world's third-largest producer of cocaine, and Brazil, which plays a strategic role in the logistics of international drug trafficking and ranks as the second-largest consumer of cocaine. The methodology follows a descriptive case study based on a narrative review and document analysis. Bilateral agreements, meetings, and joint operations aimed at formulating public policies for drug trafficking surveillance and repression are examined.
