Thus, from the need to better manage the available resources, it is necessary to have a specific sector within the public administration, ie, a sector that deals with purchasing and procurement. Purchases can be made directly or through bidding, as limits established by Federal Law No. 8,666 / 93. The theme of this work is basically related in attendance Trading bidding mode, brought by the Federal Law No. 10,520 of 17 July 2002. It is worth noting that this form of bidding has as main objective to seek the most advantageous proposal for Administration taking into account the principle of economy.
