The World Cup 2014 is quite an event awaited by many people, given the high expectations of the country in order to host a global event of the best known sport in Brazil is football. When hosting a large event, the country has the opportunity to quickly experience a wide range of flows and activities that would not be experienced in other periods. Thus, mega-events have basically the function of grouping people in a common goal, watch the games, but also induce and participate in the management and implementation of programs and projects that would take decades to be designed and completed, like great works of generation fixed in space, such as stadiums, hotel developments, roads, etc. Also, typically the promoting institutions such events require that the actions of preparation, equipment, and services offered are performed during the event and offered efficiently forward to the demands set by such organizers, and even by the local population and foreign. Theoretical foundation for this study were used as authors: Aledo Tur (2007), Azevedo et al (2013), Capel (2010), Correa (2000), Dias (2008), Fonseca (2005), Hall (2004), Harvey (1992), Locatel and Azevedo (2012), Oliveira and Gaffney (2010), Porrit (2002), Rodrigues (1999), Santos (1999, 2001), Teixeira (2012), Sassen (1998), Vainer (2000) among others. The study presents a time frame from 2007 to 2013 and covering the space city of Natal (RN), and so the more specific neighborhoods Lagoa Nova and Candelaria. The study is characterized as exploratory. The methodological procedures used were based on secondary sources, review and literature survey, research in journals and scientific papers, and interviews with those involved in the production of urban space Natal, actors such as the government, the construction process, local population. Thus, for the data analysis of this research, we used the technique of content analysis and the theoretical support to deepen the understanding of the results. These show that it is indispensable to public involvement in the decision-making process of the municipality, with a view to a city to be well organized and planned needs to work together with the local community. What we see in Natal is that it lacked a proper planning as regards preparations for the World Cup, in addition, there was no participation by the population in decisions made on behalf of the mega event. It is important to implement effective public policies for the development of the municipality, in addition, city planning needs to occur horizontally, so that conflicts are minimized. Additionally, major sporting events are imbued with numerous economic and political interests, neglecting the primary importance of hosting them, as is the case of the real benefits brought to the population, is to improve the health, education, security, transport, urban infrastructure among others, that end up being left out.
