The evolution of housing policies is analyzed from the creation of the National Housing Bank (BNH) in 1964 to the “Casa Verde e Amarela” Program of 2020 and the resumption of “Minha Casa, Minha Vida” in 2023, highlighting the limitations of these initiatives by focusing exclusively on promoting home ownership. The research identifies that this approach contributed to the exclusion of low-income families, with high default rates and limited impacts on reducing the housing deficit. Furthermore, political and economic crises, such as that of 2014, influenced the continuity of these policies, culminating in the dismantling of the “Minha Casa, Minha Vida” Program in 2021. The study suggests that a restructuring of housing policies is essential to guarantee access universal access to decent housing. The analysis is based on a historical and documentary review of housing policies in Brazil.
