The type of research is classified, in terms of nature, as applied; from the point of view of objectives, exploratory and descriptive; in relation to technical procedures, such as bibliography and documentation; and approach to the problem is classified as qualitative. Data collection involved carrying out a Focus Group and document survey. For the treatment and analysis of the collected data, Bardin's content analysis strategies were adopted, structured into three categories: leadership, strategy and control. Furthermore, the research strictly observed the ethical principles established by Resolution No. 510/2016 - National Health Council/Ministry of Health, which determines specific ethical guidelines for the human and social sciences. As the main results of the research, it was found, from the literature review, that the adoption of leadership, strategy and control instruments are essential for good organizational governance. Furthermore, it was found that, although some instruments have not yet been adopted, the TechnicalScientific Institute of Expertise of Rio Grande do Norte is going through a process of elaboration and implementation of several devices that support good governance, according to the literature studied.
