Simplified licensing appears as a more viable option, especially for projects such as multi-family residential, since the simplified license aims to facilitate access to environmental licensing and promote agility in responding to entrepreneurs requests. In Natal, classification as a simplified license occurs according to the activity and size, regulated by Decree No. 11681 of December 28, 2018. The Secretariat of Environment and Urbanism to SEMURB, is the body responsible for licensing in the municipality. Given the importance of licensing for the environment and society, this study aims to analyze and characterize the main difficulties and obstacles that delay the progress and completion of simplified licenses for multifamily residential developments in the city of Natal/RN, demonstrating the main problems presented for issuing the license. After analyzing the results, it was possible to observe that the number of pending issues in relation to projects and important documentation for the completion of the processes in the periods studied was high, generating a longer time for the applicant to obtain the license.
