The centers of Permanent Education in Health are fundamental to political and social changes. They are spaces intended for decision-making and planning involving public health and represent democratic and participatory spaces, where the participation of managers, health workers and the whole of society is possible. Objective: To analyze the inclusion of Permanent Health Education (EPS) present in the management planning instruments of the municipalities of the 4th Health Region of Paraíba. Methods: This is a documentary research with a qualitative approach with a descriptive and exploratory nature carried out in the 4th Health Region of the state of Paraíba, located in the region of Curimataú and Seridó Paraibano. Municipalities were analyzed, including Management Planning instruments, Municipal Health and Continuing Health Education Plans, Ordinances and Resolutions, as well as Reports from the Teaching and Service Integration Committee, Technical Chamber and Health Conferences and Mental Health Programs, totaling 69 documents. Results and Discussion: It was found that health conferences played a fundamental role in providing a basis of proposals for managers and teams in the preparation of municipal and state health plans, with active consideration of relevant health advice. The development of municipal health plans reflects a significant integration of Continuing Education, incorporating actions, goals and objectives aligned with the deliberations of these events. Conclusion: The incorporation of public policies on continuing health education into management instruments is the result of actions developed in the territories. The autonomy of workers and users in defining their paths differs from the perspective of managers, opposing that work can be controlled through management spreadsheets and information systems, without discussing daily life at work itself and without co-management.
