This concept started from an individualistic view of competence, where the person is centrally responsible for the development of it, to a different view supported by historical-cultural perspective. Competence, under historical-cultural perspective, is developed and evaluated when mobilized in a real labor context, taking into account how individuals face and deal with cultural tools and the network of social actors to face real, context-linked situations.
