Through a review of published articles and texts, it was possible to identify that the lack of pedagogical inclusion projects, the difficulty of understanding the diversity of SEN, the lack of teacher preparation, the lack of school structure and the lack of governmental investment are factors which hinder the process of inclusion and development of cognitive learning in special children.
