In 2022, Natal underwent this process, and several changes in the city's planning were introduced, including modifications to densifiable zones, alterations in building height limits, utilization coefficients, among others. This study aims to analyze the changes in the building height limits of the Special Touristic and Landscape Interest Area 3 and in the Environmental Protection Zone 7, and their impacts on the landscape of the Praia do Meio waterfront, visually highlighting the changes in the building height limits of these two zones, comparing the possible scenarios based on the 2007 Master Plan with those enabled by the 2022 revision. The work involved a literature review, definition, and characterization of the territory fraction, definition of landscape analysis points, generation of comparative three-dimensional models, and analysis of results. The study reveals that the new urban legislation of 2022 brought significant changes in the building height limits of Praia do Meio, which could negatively impact the landscape of the Natal/RN waterfront. The comparative analysis of the three-dimensional models generated from the application of the 2007 and 2022 legislations highlighted the transformations that are likely to be induced in the landscape. Furthermore, the research concluded that the new legislation does not provide sufficient measures to protect the landscape and control building height in areas with landscape value.
