Then, there was the achievement of more legislation that was fundamental for the definition and organization of the guidelines, principles, objectives and functions of Social Assistance, among the legal instruments the following are mentioned: Organic Law of Social Assistance (LOAS) of 1993, the National Social Assistance Policy (PNAS) of 2004 and the Basic Operational Standard of SUAS (NOB\SUAS) of 2005. However, despite the legislative consolidation of this social policy, unfortunately, we can see the federal defunding intended for investment in Assistance Social. Thus, the general objective of the work is to analyze the federal transfer for Social Assistance policy in the particularity of PSB in the municipality of Natal - RN, in the period from 2016 to 2021. The specific objectives are: 1- Verify the effects of defunding of the Social Assistance policy in the particularity of Basic Protection in the municipality of Natal\RN; 2- Understand the contradictions of the public fund in the Brazilian reality and 3- Discuss the relationship between State and social policies in Brazilian capitalism. Therefore, to meet the objectives mentioned above, a qualitativequantitative research was carried out, of a bibliographic and documentary nature, using the following methodological steps: quantifying the values of the federal transfer, by searching the Portal “Assistência Social nos Municípios”, through from the “YOURS in Numbers” tab; qualitatively and critically analyze the impacts that this possible defunding causes on the operationalization of services and programs. As a result, it can be seen, during the period of the work, that each year there was a reduction in the federal transfer to the PSB.
