The sector, which plays a fundamental role in job creation, exhibits structural weaknesses such as high informality and reliance on face-to-face interactions, which were exacerbated during periods of crisis. To achieve this, an exploratory and descriptive research approach was employed, based on secondary data. The results indicated that the sector demonstrated resilience and recovery capacity at certain moments, although unevenly across regions and periods. More severe crises, such as the COVID-19 pandemic, led to significant job losses, particularly in states with less dynamic economies. Finally, it is observed that the dynamics during the pandemic and the subsequent recovery process of the sector were associated with strategies that combined technological innovation and public policies that needed to consider the high informality of the sector.
