The obstacles to the management of the Basic Health Units were investigated, as well as the profile of the units and their influence on the quality of the services provided. It is a qualitative research in which, in addition to documentary analysis and bibliographical research, semi-structured interviews were conducted with the directors of two basic health units one located in the Northern District I and another in the Northern District II of Natal / RN. At the end, in addition to the existing operational obstacles and the unavailability of some inputs, it was identified the existence of low capacity for management by the interviewed directors, which does not contribute to the development of the competencies necessary for the function performed. In addition, the rotation of the directors has a negative influence on the quality of the service, as it hinders the process of forming a link between the community and the teamsSistema Único de Saúde.
