Official data on maternal mortality (MM) in Brazil indicate deficiencies in the quality of pregnancy, childbirth, and postpartum care services. Therefore, the objective of this study was to analyze the healthcare actions outlined in the National and State Health Plans concerning strategies and goals for addressing maternal mortality in Brazil. This study employed a documentary research approach, using as information sources the current National and State Health Plans of Brazil from 2020 to 2023. The keywords used for the search were "maternal mortality" and "maternal." Content analysis categorized the obtained data into four categories, revealing a predominant emphasis on actions related to "Strengthening the Women's Care Network," while specific mentions related to "Reproductive Planning" were notably scarce. This study underscores that specific actions aimed at reducing maternal mortality are not prominently featured in the analyzed plans, nor are they sufficiently detailed.
