However, certain factors may positively or negatively influence the integration of these instruments, or even generate budgetary inaccuracies. The present work aimed to study the factors that may be responsible for the integration between the governmental planning instruments (PPA, LDO and LOA) at the municipal level. Therefore, a case study was carried out in the city of Natal / RN. Data were collected from bibliographic and documentary research, and also through interviews with managers from six different organs of the Natal City Hall. The research made it possible to identify some of the main factors that may lead to a lack of integration between the government planning instruments, such as: lack of qualified people to prepare the budget, deadlines for the processing of laws, lack of agreed transfers or the signing of a new agreement. or transfer not provided for in LOA and PPA. It also made it possible to identify some of the factors causing budgetary inaccuracy, such as: measurement errors, underestimation or overestimation of expenses and revenues, errors related to legislative, political and social control, discrepancy between forecasted and executed values, among other factors. In the case of Natal, we identified several factors that cause inaccuracy and lack of integration mentioned earlier in the literature. However, new aspects were also found, such as: economic crisis, changes and eventualities that may happen in the municipality. , predominance of sectorialized practices, difficulties in monitoring and evaluation, lack of harmony in the elaboration of government planning instruments and the stagnation of municipal actions. Participatory planning was an important innovation in the municipality, however, social participation is still modest and should be expanded through the implementation of new means of dialogue between state and society, in order to generate effective public policies and strengthen public management.Planejamento Governamental.
