In this context of development of educational policies, we seek to understand how the participation of the counselors of the Council for Monitoring and Social Control (CACS) of the Fund for Maintenance and Development and Valorization of Basic Education Professionals (Fundeb) in the municipal network of teaching. The research elects as object of investigation the social control of the resources carried for the financing of public Basic Education and aims to analyze the performance of these councilors of CACS / Fundeb linked to the management 2015/2017 in the municipality of Macau / RN. The theoreticalmethodological approach is guided by the conception of Historical-Dialectical Materialism and is based on the qualitative research approach by analyzing the contradictions and mediations in the counselors' performance. structured interviews with counselors. Taking as its guiding axis the social control category I began to study the dimensions of analysis of decentralization, democratization and participation present in the management of educational policies, especially in the area of educational funding - receipt, application and control of resources -, for this He knows what is legally proposed and what can potentially be materialized in a capitalist society organized on class parameters (hegemonic and subaltern). In addition, this paper discusses the administrative-financial and political conformation assumed by social control councils, especially those linked to educational funding, considering the axes: composition / legislation, role of counselors, installed infrastructure and performance. As a result, the study points out that the guidance of the social control in education exercised by the counselors requires the expansion of a critical technical-political formation that can counterbalance the negative aspects of the restricted autonomy and low participation in the performance of these counselors, and the authoritarianism / patrimonialism / bureaucratism. practiced by some public managers, but without disregarding that this collective collegiate (CACS) is an important instrument that contributes to improve the system of social control in the process of municipalization of educational policies, resulting from the struggles for social rights developed by organized civil society. . There is an immanent dual character in Fundeb's CACS, it presents an aspect that privileges a technical-accounting and even managerial organization, compulsorily required by the Legislation and denotes a positive political-formative nuance that expresses the right of the population to quality education.
