In this context, the nursing consultation subsidized by specific instruments for women with breast cancer is strengthened as an effective strategy for comprehensive care, a fact that justifies this study. The objective is to create a mobile application for use on smartphones, from a scientifically valid instrument, for nursing consultation to women with breast cancer. It is a methodological study developed in two interconnected phases: 1st phase: elaboration and validation of the instrument; 2nd phase: development of a mobile application for nursing consultation to women with breast cancer. The first stage of the study was carried out in five phases: constitutive definitions, operational definitions - integrative review of empirical indicators, primary elaboration of the instrument, content validation, lexical and grammatical correction. The second stage of the study, the construction of the mobile application, carried out in two phases. The initial version of the instrument contains 36 items arranged in four Adaptive Modes and was submitted to three rounds of validation, two of which were content and one after lexical and grammatical correction. Twenty judges were selected for the validation stages on the Lattes Platform. Fehring criteria were used for selection. Nurses were included, with a minimum degree of specialist in oncology nursing, or with professional experience in oncology / breast oncology, of at least one year, and / or academic experience with at least one year of experience in oncology nursing. Those who did not comply with the Delphi Technological method for content and form validation were excluded, and the loss of two judges was recorded. The agreement regarding the permanence of the items was verified by the Content Validity Index when greater than 80%. The final version of the instrument contains 32 items and was validated, as it reached 100% agreement by the judges. In the second stage of the study, a mobile application was developed based on the User Centered Design methodology carried out in two stages, Step 1: identification of end users, context, and environmental characteristics; and Step 2: Development of the concept and central idea of the mobile application. This study was approved by the Research Ethics Committee by CAAE: 13927619.2.0000.5537 with opinion 3,382,745, and followed Resolution No. 466/12 of the National Health Council. Therefore, the thesis that the use of a instrument constructed from a theory and scientifically validated, and the development of a mobile application to increase the possibilities of using the instrument may contribute to the nursing practice of women with breast cancer, and collaborate for the development of nursing as a science.
