We adopt as methodological assumptions the bibliographic review, besides semi-structured interview with 2 (two) social assistants of the institution, in order to support the foundation of the study through data collection, as well as reflect on the impacts caused by neoliberal advances in the maintenance of HIV/AIDS services and programs. It is a research with an exploratory character and a quantum-qualitative approach, seeking to analyze the historicity of events by using historical-dialectical materialism as a method. From the reflections raised in an interview, we see the increase of social inequalities as a result of the measures of fiscal austerity in Brazil.
