The most significant regulation before the new law was Law 8.666/93, after which other legislation brought minor changes and adaptations to the needs. In 2021, Jair Messias Bolsonaro, the country's president at the time, sanctioned the new Bidding Law, Law No. 14.133/21, which came into force on April 1, 2023 and, with considerable changes, seeks to modernize administrative contract processes. Here we seek to study this new law and especially its recent amendment, made by Decree No. 11,430 of March 8, 2023.
