The research is justified based on its relevance, with the CNP being a public policy that should function as an instrument to disseminate fiscal citizenship in the state. This evaluation work will use the criterion used in this work will be that of effectiveness, which consists of verifying the achievement of the objectives and goals of the policy. To this end, process and results evaluation is adopted, since it is proposed to evaluate the campaign in its operationalization process and the achievement of the objectives proposed by the campaign. For the collection and analysis of data, mostly qualitative, mobilized in two dimensions: Campaign management and Campaign results.
