Within this aspect, the concept of structural health monitoring (SHM) is used to define the use of technologies in order to establish assessments that allow the diagnosis of the conditions of a structure. There are technologies available for this purpose, such as optical, resistive and wave-based sensors, however, they present difficulties in terms of complexity and cost. This work aims to present a microwave system for measuring moisture in hollow concrete blocks. The idea is to use this system as a new technique for structural integrity monitoring (SHM). The hollow concrete block is an element widely used in civil construction. For this, five block samples were selected and analyzed. Then, antenna arrays and a frequency selective surface (FSS) that is used as a sensing element were designed to measure the frequency responses to various moisture levels of concrete blocks combined with the FSS. The results show a high level of correlation between the frequency variation and the relative humidity level (r = −0.98). Numerical treatment and statistical analysis of the results were fundamental to determine a first-order function that would meet the dynamics of resonance frequency and relative humidity.
