Thus, the present study's starting question is: what actions were adopted by the municipal administration of Natal/RN that enabled digital democracy during the period from 2020 to 2022? In this sense, the overall objective of the study sought to understand how the public administration of Natal/RN facilitated social participation, transparency, and accountability through digital democracy initiatives during the period of 2020-2022, marked by the social distancing/isolation caused by the pandemic. To support this objective, the specific goals were: 1) Identify the digital tools promoted by the municipal administration, and 2) Identify the managers' perception of the tools used in the management of municipal public policies, aiming to strengthen social participation, transparency, and accountability, in other words, consolidating digital democracy. To achieve this, a qualitative research approach was conducted, using semi-structured interviews as well as bibliographic and documentary research techniques. The analysis of the results revealed that the municipal administration has made progress in aspects that constitute digital democracy, given the possibility for citizens to exercise their citizenship. However, the implemented innovations draw attention to the need for improvement in terms of digital tools that enable participation, transparency, and accountability.
