This qualitative research employs documentary analysis and the technique of content analysis to examine the PGIs in full, identifying vulnerabilities, conflicts, risks, and structural limitations related to coastal management. Through exhaustive reading and coding of the units of meaning present in the documents, seven crisis typologies were mapped and categorized: natural risk, environmental, sanitary, public security, territorial planning, tourism-operational, and governance. The results show that although each municipality presents its own socio-environmental and territorial particularities, there is a systemic pattern of vulnerabilities associated with institutional fragility, deficient sanitation, disorderly occupation, insecurity, and low operational capacity of local public agencies. The crises identified indicate that municipal governance operates predominantly in a reactive manner, constrained by shortages of critical resources, political-institutional discontinuity, and the absence of monitoring and evaluation systems.
