The research is a descriptive study with a qualitative approach. The population is comprised of the Municipality of Rafael Fernandes. The sample consists of official documents from the municipal health department and the speech of a civil servant from that department. The data collection technique was performed through document research and application of an interview. Data were collected in person in the first stage for document collection and interview. Being analyzed through the technique of document analysis and content analysis. The results reveal an approximation between the official documents of the secretariat and the server's discourse. Since, the municipality has been developing several actions that aim to make the population aware of the need to incorporate protective measures against Covid-19 in their daily lives.
