In this context, it contributes to the construction of the knowledge of the students in public and private schools of basic education in Brazil. It is intended as a general objective, analyzing the role and competences of the librarian in the process of teaching and learning as an instrument of pedagogical support, contributing with significant advances in the construction of the knowledge of the students of the public institutions of basic education in Brazil. To ascertain the responsibilities, it identifies knowledge and educational actions as mediator of the information in public and private schools of basic education in Brazil. It emphasizes the importance and the influence of the pedagogical practices in the school library and of the professional librarian in the Brazilian schools in the procedure of teaching and learning in the basic education, also having as discussion Law 12.244/10 about the universalization of libraries in educational institutions in Brazil and Law nº 4.084, of June 30, 1962 which provides for the profession of librarian and regulates its exercise and attributions. As for the methodology used, we chose a study based on bibliographic surveys based on documentary sources. It is concluded that the professional librarian should work in partnership with teachers, contributing to the evolution of the teaching and learning process of learners, collaborating as mediator of the information with competence and abilities, gathering efforts in the construction of the student's knowledge, developing actions in favor of the school library. Librarianship has a technical origin in the organization of information, however, the knowledge that the professional librarian assumes surpasses the attributions and responsibilities that goes beyond questions pertinent to the usability of the information, such as: proactivity in meeting users' informational needs and decision making; study and orientation of users; leadership and management of libraries; organizational ability; innovation and creativity among other skills relevant to the professional librarian.
