Then, the organizational mission of these Centers is to support the Primary Health Care (PHC) within the medium complexity. In this sense, to improve the chances of reach this mission, an indicators matrix for assessing the performance of SDCC was built and then, it was validated by a consensus technique called nominal group. To guide the construction of the matrix, a logic model to represent how the service should work was designed. From this perspective, the model logic´s elements intend to identify what a SDCC should have (resources), do (activities) and produce (outputs and outcomes) to carry out its organizational mission. Therefore, the matrix contained indicators distributed into components (Primary Health Care Support; Evaluation planning and monitoring; User-centered assistance; Organic Management; Education and Health communication) that intend to subsidize information about these issues. In order to validate it , a nominal group ( n = 6 ) composed by teachers, managers and administrators assigned points from 0 to 9 for each one of the seven alleged characteristics of the matrix indicators : validity , sensitivity, specificity , relevance , simplicity, cost effectiveness and timeliness. After statistical analysis, the indicators that presented a median value ≥ 7 (denoting significance) and distance between the quartiles ≤ 2 (denoting consensus) composed the final matrix indicators of this study. However, it is important to point out that there were two moments to evaluation the matrix, one of them before the group discussions and the other after that one. Then, after the end of these two matrix evaluation, there was a reduction from 82 indicators to 63 indicators. From these remaining indicators, 43 came from the first matrix, built before the group discussion (modified or not), and 20 came from the second matrix, built after the discussions. These indicators, in general, are related to the motivation to work; absenteeism; the organizational climate; patient safety; participatory management, financial resources, productivity, health education and interaction SDCC/ PHC.
