The demarcation of a budget can be conceptualized as a power struggle among interest groups, given its implications for the allocation of public resources that significantly impact diverse societal spheres and social groups. The determination of the public budget is additionally susceptible to the prevailing political and economic circumstances of the country, coupled with governmental predilections. In this context, the overarching objective of the research is to scrutinize the impact of the budgetary process on the institutional capacity of the Ministry of Tourism, specifically in fulfilling its responsibilities related to the advancement of tourism within the country during the period spanning from 2003 to 2022. The Punctuated Equilibrium Theory has been selected as the theoretical framework underpinning this investigation. To address the research objectives, a combined qualitative and quantitative approach was employed. Methodologically, a comprehensive bibliographic and documentary review was undertaken. In addition, an empirical inquiry was conducted, encompassing interviews with Ministry of Tourism personnel, an examination of MTur reports submitted to the Federal Audit Court (TCU), and an analysis of tourism budget data within the Integrated Planning and Budget System (SIOP). The application of data triangulation, a methodological approach amalgamating diverse data collection methods, distinct sample sets, varied theoretical perspectives, and different temporal intervals, served to fortify the conclusions drawn regarding the examined phenomenon. The findings underscore that not all duties and competencies of MTur are adequately addressed in the allocation of public resources, with infrastructure and tourism promotion commanding the lion's share of the Ministry's budgetary allocations. Moreover, the execution of the Ministry of Tourism's budget is hindered by political instability and a lack of political support. Various sectors within MTur face staffing shortages, including the accounting, and reporting sector for agreements, the tourism research sector, and the construction inspection sector, among others engaged in pivotal activities. This predicament is exacerbated by restrictions on conducting new public tenders.
