With a qualitative approach was based on the Program Theory and approach of multiple streams for analysis of the actions. In the state, the pandemic came together for a window of opportunity, showing public policy, such as the Popular Restaurant Program, with importance on the government agenda, favoring quick response and adequacy of means of implementation.
