In this sense, the research is based on this relevant area of knowledge with the objective of entering into its aspects of building distance or approach environments for the population in general, based on the cultural promotion of cultural actions and productions that fit within this field. For this purpose, it was necessary to understand cultural policies as a heterogeneous field of struggles and disputes and to resort to the contributions of anthropology, sociology, and cultural policies themselves, which represent one of the main means of access to cultural activities. Therefore, it will reconstitute the way they are developed and executed in the studied area, representing the collection of important elements to understand the disputes and discourses of the actors and agents present in the cultural field, as well as to understand how they are directing the actions in this sector, intensifying ways to strengthen or weaken social relations present in this universe. The work then seeks to reflect on cultural policy and its capacity to create environments of inclusion or exclusion, based on the appreciation or not of local aspects. In this way, we used the experiences of the city of São Miguel do Gostoso, in the state of Rio Grande do Norte, and more specifically, the event Gostoso's Cinema Show, as an instrument for understanding cultural production and the cultural practices linked in a movement for cultural insertion of the individuals, being able to propitiate social, economic and cultural development. For this, a bibliographical survey was first carried out. The methodology used was predominantly qualitative, with an ethnographic inspiration approach, with participant observation, use of structured interviews, and audio-visual records, seeking to highlight the actors and agents in this field.
