The analysis of the theme starts from the general to the particular, that is, the objective was to understand the trajectory of financing and regional development from the end of the Second World War until the most recent period, strictly considering the Brazilian case and the Northeastern. Such an understanding of the issue of financing and development involves the investigation of a vast literature. The specific focus of the analysis is the Northeast region and the approach of the Constitutional Financing Fund of the Northeast (FNE), during the period 2010-2016, as this is an important financing instrument for the region. The analysis of the FNE data allowed us to observe the concentration of resources in predominantly three states.
