OBJECTIVE: To analyze the perception of municipal health managers and Primary Care workers about the National Program for Improving Access and Quality of Primary Care. METHODOLOGY: This is a descriptive and exploratory study with a qualitative approach. Managers or members of the municipal health management responsible for conducting the PMAQ in the municipalities investigated as well as higher-level Primary Care workers from the ESF who participated in the 2nd cycle of the PMAQ in 2014 were included in the study. A total of 44 individuals participated in the study. There were 6 managers and/or management representatives and 38 Primary Care professionals. Two techniques were used to collect information: the focus group and the semi-structured interview. Thus, three thematic nuclei emerged during the analysis: “Voices and looks about the PMAQ”; “Impacts produced in the health services from the experience in the PMAQ: interlacing multiple glances” and “PMAQ's Fragilities: The journey to go forward”. The study was approved by the Research Ethics Committee of the Faculty of Health Sciences/FACISA, with the Opinion number 1,707,601. RESULT AND DISCUSSION: The PMAQ is characterized as a guiding instrument for health actions and services, favoring the orientation, improvement and introducing changes in the work process. Some of the challenges presented were dissatisfaction in the allocation of the financial incentives from the program, an increase of tasks and discontinuity of the actions practiced.
