Using data from RAIS, the distribution of formal employment and tourism establishments is examined throughout the program's phases, considering the state's current tourism hubs. The results indicate that the Costa das Dunas Hub concentrates 78,72% of formal employment in 2023, highlighting the strong dependence on coastal tourism. However, hubs like Costa Branca and Seridó show growth in the food service and culture and leisure sectors, suggesting potential for diversification and inland expansion of tourism activities. The analysis reinforces the multiplier effect of tourism, driving sectors such as food service and handicrafts. The endogenous development theory emphasizes the importance of valuing local resources, while commons theory underscores the need for participatory and sustainable management of tourism resources. Despite progress, inequality in the distribution of economic benefits remains a challenge, making it essential to expand public policies aimed at the inland expansion, management, and sustainability of tourism. Although tourism is one of the main drivers of the state's economy, inland expansion still faces barriers. Strengthening new hubs and diversifying the tourism offering could make Rio Grande do Norte a more competitive and sustainable destination.
